Cost Sharing in Zambia’s Public Universities: Prospects and Challenges
cost sharing public universities prospects challenges zambia...
This research paper explores the concept of ‘cost sharing’ which became more prominent in Zambia education with the advent of democratic form of governance in 1991. As a way of responding to the ever diminishing tax revenues, government through the education policy of 1996, allowed higher education institutions including public universities to introduce cost sharing as way of improving financial vibrancy, accountability and cost effectiveness. This paper therefore, uses students’ perceptions to examine the cost sharing policy which has now been existence for almost two decades. More specifically, it explores underlying factors which can make cost sharing more effective and sustainable. In exploring these prospects and challenges, a self administered questionnaire based on convenient sampling was used to collect data from 729 respondents in Zambia’s three biggest public universities. The findings revealed that the current cost sharing policy was appropriate but lacked the government support in its implementation. The study further highlighted the need for re-engineering the current policy by providing details on the implementation process. The study highly recommends that a true cost-sharing model be implemented in an effort towards making public universities more effective and sustainable.

This paper reflects part of the wider outlook on ageing in general in Zambia and was intended to investigate perceptions of and attitudes towards the aged and ageing in Zambia by members of the community who, by definition and chronologically are not classified as aged i.e. not yet 60 years and over. Focus Group Discussions (FGD) were used to collect the necessary information. At least one FGD was conducted in each of the selected districts and they comprised almost an equal number of males and females. Findings indicate that people rarely discuss ageing and where such discussions are made, they usually reflect pessimistic views, attitudes and perceptions towards the aged. Further, discussants indicated that while older people face serious challenges, there seems to be no commitment in terms of policies and programs on how to address the question of ageing. Based on suggestions provided by discussants, the paper provides avenues through which ageing and the challenges thereof could best be addressed.

Education delivers systematic instruction so effective learning acquisition may take place. It molds students into holistic well-being to contribute to various industries; hence, relevant competencies are developed. Strengthening education significantly encompasses the production of formfitting and distinct instructional materials to invite a sequential way of presenting quality instruction. This research is focused on knowing the effectiveness of the modules developed in Human Resource Management for Filipino business students. Specifically, it is developmental research and utilizes a pretest and post-test control group design. Numerical data were supported by phenomenological interviews, strengthening the study's results. It involved 80 college students classified as the experimental and control group. Moreover, the interview includes 10 participants. Findings reveal that utilizing the modules realized the increase in performance of the experimental group due to their exposure to the materials. However, one of the pitfalls has been revealed in utilizing self-directed learning material; thus, academic performance will only improve if students are organized to set their own goals and learning pace. Using outcomes-based instructional materials leads to substantiating learning, effectively enticing learners' interest. It maximizes students' motivation and participation since topics are well-planned and designed comprehensively. The materials are an essential tool in inviting the enthusiasm of business students to engage in learning. These are valuable means to encourage independent learning without sacrificing the competencies to be learned and applied by the learners.

computer-aided mathematics instruction school-level geometry student teachers teaching and learning...
This study aimed to assess the geometric knowledge of student teachers from a university in the Eastern Cape province of South Africa. The study used a sample of 225 first-year student teachers who completed school mathematics baseline assessments on a computer- aided mathematics instruction (CAMI) software. The study adopted a descriptive cross-sectional research design, using quantitative data to measure student teachers’ geometry achievement level, and qualitative data to explain the challenges encountered. The results show that student teachers exhibited a low level of understanding of school-level geometry. The low achievement levels were linked to various factors, such as insufficient grasp of geometry concepts in their secondary school education, difficulty in remembering what was done years ago, low self-confidence, and lack of Information and Communications Technology (ICT) skills along with the limited time for the baseline tests. These results suggest that appropriate measures should be taken to ensure that student teachers acquire the necessary subject-matter knowledge to teach effectively in their future classrooms.
